DepEd Latest News: DBM issuance to increase Special Hardship Allowance for education personnel

DepEd just posted this latest press release or information that DBM, aims to raise the Special Hardship Allowance of education staff.

May 24, 2021-The Department of Education (DepEd) and Department of Budget and Management released Joint Circular No. 1, s. 2021th Amendment Circular 514, s. 2007, which provides higher Special Hardship Allowance to eligible teachers and school heads.
At the EduAksyon press conference in Bicol Region, Second Secretary of Finance Annalyn Sevilla shared the new events in SHA provision in her financial updates for the education sector.

′′ DBM and DepEd have a new issue because we will do the hazard index. It means, there is no need to submit documents to claim the Special Hardship Allowance because DBM and DepEd agreed to issue new criteria for our [Special] Hardship Allowance," ani Pang. Kal. Sevilla. Under new guidelines, qualified teachers are only required to submit their DTR as a supporting document to receive said allowance.

Usec. Sevilla noted that the issuance increased the amount of SHA, from 15-25% of the monthly basic salary previously, to 25% of the monthly basic salary of the personnel assigned in hardship posts.

Special Hardship Allowance is given monthly to elementary and secondary teachers and to school leaders and administrators exposed to extreme challenges and risks, such as the difficulty of traveling to work.

Pure multigrade schools, mobile teachers, and coordinators of non-formal education or Alternative Learning System (ALS) can also get SHA.

“We continue to honor our personnel, especially those who are in remote areas by addressing their concerns and providing their necessities according to their hard work. We proposed to lessen their burden by not asking for too many requirements to claim this allowance,” ani Kalihim sa Edukasyon Leonor Magtolis Briones.

“In these trying times, we salute the passion of our teachers who continuously deliver education to their learners, wherever they are. In this regard, as our Filipino educators commit to their duty, we are dedicated to prioritize their protection against any potential harm,” Additional Secretary Briones.

In the meantime, Pang shared as well. Kal. Sevilla are the financial updates in the previous EduAksyon press conference, including the release of mid-year bonus for staff, and the proposal of the Department to increase the honorary for board election inspectors (BEIs), among others.
