AMENDMENT TO DEPED ORDER NO. 032, S. 2020
(Guidelines on the Engagement of Services of Learning Support Aides to Reinforce the Implementation of the Basic Education Learning Continuity Plan in Time of COVID-19 Pandemic)

1. In support to the implementation of the Basic Education Learning Continuity Plan (BE-LCP), the Department of Education (DepEd) engaged the services of Learning Support Aides (LSAs) in School Year (SY) 2020—2021. By virtue of the Bayanihan to Recover As One Act, DepEd and its partner Local Government Units were able to hire more than 13,000 LSAs as of May 27, 2021 based on the Regional Progress Monitoring Report on the implementation of the BE-LCP. The LSAs worked in collaboration with teachers and rendered assistance in the implementation of multiple learning delivery modalities in schools and community learning centers (CLCs).

2. In the coming school year, DepEd remains to be committed to the continued delivery of basic education services to learners and their communities amidst the threat of the COVID-19 pandemic. The Department recognizes the need for a holistic approach and for a stronger partnership among schools, households, and communities to better support the learning process of the pupils/ students at home; thus, the services of the LSAs at the school level remain to be essential.

3. In light of the foregoing, DepEd issues the herein Amendment to DepEd Order (DO)

No. 032, s. 2020 (Guidelines on the Engagement of Services of Learning Support Aides to
Reinforce the Implementation of the Basic Education Learning Continuity Plan in Time of COVID-19 Pandemic) to facilitate the continuous engagement of LSAs in schools, and to extend the effectivity of DO 032, s. 2020 until the end of SY 2021—2022.

4. The following provisions of DO 032, s. 2020 shall be modified accordingly:

a. Part V(B) Item 12(a) shall be expanded to read as follows:

a. They shall be engaged for a minimum period of six (6) months but not to extend beyond the end ofSY 2020—2021, subject to renewal upon further assessment of their continued services guided by Part V(A) of DO 032, s. 2020.

b. If upon further assessment, the schools division office (SDO) identifies a need for additional LSAs in SY 2021—2022, the SDOs may hire their existing teacher applicants. Part V(C) Item 13 of DO 032, s. 2020 shall be amended as follows:

13. SDOs with identified need to engage Learning Support Aides shall contact, coordinate with, and offer the position to the existing teacher applicants in SY 2020—2021 and SY 2021 —2022, in order of priority:

a. Remaining applicants in the Registry of Qualified Applicants (RQA) in both SY 2020-2021 and SY 2021-2022 who are not given permanent or provisional appointments due to lack of available plantilla positions; and

b. Teacher applicants in SY 2020-2021 and SY 2021-2022 who did not meet the cut-off score per existing DepEd hiring guidelines.

Interested teacher applicants shall no longer be required to undergo the selection process as stipulated in DO 032, s. 2020.

c. If all existing LSAs and interested teacher applicants as mentioned in Item 4(a) and 4(b) of this Order have been considered and there is still a remaining identified need, SDOs may start the recruitment and selection process for new LSAs pursuant to applicable provisions of DO 032, s. 2020.

d. For purposes of continuous and harmonized reporting and monitoring, reports on the engagement of services of LSAs shall be reported through the Regional Progress Monitoring Report on the implementation of BE-LCP following the manner of submission stipulated in DM-PHROD-2021-0034 issued by Undersecretary Jesus L.R. Mateo dated February 1, 2021.

5. All provisions of DO 032, s. 2020, guidelines, and other issuances, which are inconsistent with this DepEd Order shall be repealed, amended, or modified accordingly. All other provisions of DO 032, s. 2020 that are not affected by this amendment shall remain in full force and in effect.

6. This DepEd Order and its subsequent amendments, if any, shall take effect immediately after its registration with the Office of the National Administrative Register (ONAR), in accordance with the Administrative Code of 1987 and prevailing jurisprudence.
