June 14, 2021-In continuing support of teacher s' needs in education delivery amid pandemic, the Department of Education (DepEd) set to distribute Php 5,000 cash allowance of teachers for the Year Teaching 2021-2022.
DepEd and Department of Budget and Management (DBM) released Joint Circular (JC) to set guidelines for the implementation of the DepEd-Office of the Secretary Special Provision No. 11 in the Fiscal Year 2021 General Appropriations Act (GAA) on Cash Allowance.
In the said JC, classroom teachers will receive Php 5,000 cash allowance for the purchase of supplies and teaching materials, touched or not; for conducting different types of learning, internet and other communication costs; and for their annual medical examination expense.
"With the help of Congress, the Department is continuously pushing for better financial support for our public school teachers. This year is actually the start of the staggered increase for our teachers’ cash allowance who are truly committed to deliver quality education despite the pandemic," ani Kalihim Leonor Magtolis Briones.
Cash Allowance will be given to eligible public teachers no earlier than official at the opening of the school year, or in accordance with the decision of the Secretary of Education or designated authorities in case of emergencies.
Undersecretary for Finance Annalyn Sevilla mentioned that the date of the opening of classes is important for the release of the Cash Allowance.
Second Secretary of Finance Annalyn Sevilla noted that class opening date is crucial for Cash Allowance distributer.
′′ It's important that we make a decision on the next school year calendar because we will prepare for the finance to give cash allowance for our teachers. Last year, it is P3500, but this year this is now P5000. Also there is transportation and teaching aid allowance for our Alternative Learning Service teachers," according to. Kal. Sevilla.
The circular covers all permanent and temporary public teachers, including Alternative Learning System (ALS) Mobile and District ALS Coordinators (DALCS), all public elementary, juniors, and senior high schools, and community learning Centers.
In relation to this, teachers in the Department service from the beginning of the first day of the school year up to 30 days after the start of SY are entitled to full cash allowance, while teachers who have started their duties beyond that 30 days later the start of classes is entitled to a pro-rata basis.
Meanwhile, public teachers without teaching load, absence without leave, those on indefinite leave of absence, maternity leave, study leave, guilty of any offense related to their work, and those who are out of service in the official beginning Educators should no longer be given cash allowance.
However, to those who continue their duties later their leave and secured at least one teaching load in the current SY will be entitled to cash allowance on a pro-rata basis.
Cash Allowance's pro-rated payment will be based on the commencement date of duty from the class opening date.
Those who started their duties within the first 30 days will receive 100 % allowance worth P5000; 80 % or P4000 for those who have passed the first 30 days but will not exceed 90 days; 50 % or P2500 for past 90 days but not exceeding 150 days; and 20 % or P1000 for past 150 days until end of academic year .
